Why is this bird holding its head upside down?

Flamingos are filter feeders, and their unique beaks help them collect algae and small crustaceans without getting too much mud. The beak us dipped into the water upside down, until just the edge is under water. The top surface of the water flows in, and is strained by tiny, hair-like projections on the inside of the beak.
