This is a Blue Gray Gnatcatcher, one of the birds that is commonly parasitized by Brown Headed Cowbirds. The cowbird lays its eggs in other bird's nests, letting the other bird incubate the eggs and raise their young. The baby cowbirds are much bigger than the adult gnatcatchers.
